Hello,
I am testing out my new design with a CY8C5688AXI-LP099, and I'm trying to connect with a kitprog, snapped off a CY8CKIT-059.
But I'm getting "FAILED! Can not acquire device in SWD mode!" i PSoC programmer 3.25. I can detect the kitprog and have upgraded firmware. The gnd, swdio, swdclk and rst are connected to the kitprog, I'm powering the board from an USB charger.
Any ideas?

Check if you did not set in System view the debug pins to GPIO.

Reconnect kitprog to -059 kit to check if both are still ok.

Did it ever work? Have you tested the voltage of the USB charger. Is the voltage stable? Have you checked the signals with a scope? Do you have the required caps per this diagrams on your design.

I've got a similar problem.
In my board Vcca capacitors were less 1.0UF

Embarrassing design error, forgot to tie VDDA to the 5V. Works now 🙂 Thanks everyone for the quick support!
