Does PSOC Creator have the functionality to add a GUI to applications?
I.e., if I wanted to make a clock that could be plugged into a computer to change it's settings (e.g., reset the time)?

Not really. PSoC is shipped with 1-month free Micrium license, but full price is prohibitive ($1000). Solution is to make your own UART communication and to use either e.g. Putty/Teraterm on PC side, or make your own .NET GUI based on UART. Attached psoc4 example of setting RGB color of on-board LED.
