I'm testing the Day14_whitelist example, the filter policy is scan and connectable by whitelist both.When the whitelist is empty, it can be found by any central device, is it right?

When central is set to whitelist: It will only show/return devices that are in its whitelist that respond to scanning as events to the application code on the device.
When the peripheral is set to whitelist: It will only allow devices in the whitelist to connect (others may still see it unless you use Directed Advertising)
