Miniprog visible in debug target selection?
From where is your pcb powered?
selected programming mode (power cycle or reset)
Did you try PSoC programmer?
Any error messages?

user_1377889 Jul 22, 2017 1:28 PM (in response to scott_2272156)Creator -> Debug -> Select Debug target. Miniprog connected to USB should show up.
PSoC Programmer: Latest version is 3.26. Check for updates. Can be that the miniprog needs update, PSoC programmer will tell you.

VasanthR_91 Aug 30, 2017 3:54 AM (in response to scott_2272156)Hi,
While using Internally regulated mode, external power must not be applied to the Vccd or Vcca pins. THIS MAY DAMAGE YOUR DEVICE.
Best Regards,
