Hello shm_4781561,
The active project decides which project needs to be built/programmed into the device. In this case, the PSoC Creator is unable to detect the device which might not be because of the active project. Can you please let me know if you have any other applications like PSoC Programmer, Bridge Control Panel, etc., that might be using the device?
Are you using the Pioneer Kit? If so, can you please confirm that all the switch positions of the device are proper? You can find these in the Kit Guide. Also, is the device getting enumerated in Device Manager when connected to the PC?

Another user had a similar problem. Refer to this link: license issues.
Although the user was using a CY8CKIT-059, It might be a similar issue. You may have placed your KitProg in an alternate programming/debug mode.
