Hello,
I´m trying to flash an hex file into "CY8CKIT-149 PSoC" Board.
Using PSOC Creator I get the following (empty window)

Can you please provide some hints how to solve that?

Please make sure that PSoC Programmer is not connected to your device in the background when using PSoC Creator. Close it and then see if the device is seen in PSoC Creator. Check if the switch SW4 is towards one of the extremes and not hanging somewhere in between.
Refer the Troubleshooting Guide to see if it helps solve your problem.

I laready closed both applications. I tried with PSOC Programmer and got the same problem. I closed the PSOC Programmer and started PSOC Creator and I get same problem.

sorry I was mixing SW3 and 4. SW4 was not in the right position.
