I looked through the 5LP datasheet and didn't see any such restriction, but I wanted to double check in case I missed something. lets say I'm running my part off of 3.3v, but I want one of my I/O banks to be at 5v, is that acceptable?

I found the answer:

"Relative Voltages of VDDA, VDDD, and VDDIO

VDDA must be at the highest voltage present on the PSoC 3 or PSoC 5LP device. All other power supply pins must be less than or equal to VDDA. The VDDD and VDDIO pins may be less than, greater than, or equal to each other."
