Is the "Power Connection Diagram" in the device datasheet is the Minimum system block diagram you are looking for? For Footprints please check the attached.

Wha's the specific part number of the "PSOC 512K" you mentioned? If you refer to the schematic for the "Minimum system block diagram", and CAD library for "Footprints"?

     Minimum system block diagram include  power management,programmatic interface, reset part; and the IO define by customer themself , it will help customer to quick start build hardware;

Looks there is no all-in-one diagram. But https://www.cypress.com/documentation/application-notes/an218241-psoc-6-mcu-hardware-design-consider... may sever the requirement alternatively, there is "Schematic Checklist" at the end of the document which can help you building the hardware.
