回答：

入力カットオフ機能に関するGPORTENレジスタの初期設定は”ディセーブル入力”です。それをリリースしたとしても入力ポートのような外部信号入力または外部割込みは内部回路には転送されません。結果的にディセーブル入力は外部信号を検出するためにリリースしなければなりません。
