Hi long_4668236,
To program the a PSoC 4100 S Plus you will need a KitProg2 or KitProg3. The PSoC 5LP Kit has a KitProg which does not support PSoC 4100 S Plus. I am sorry for overlooking this part. Please refer to KitProg User Guide and KitProg2 User Guide for further information.

Hi long_4668236,
Can you please provide more details regarding the issue?
1. What error are you getting?
2. Is your schematic and layout design matching with the PSoC 4 hardware design considerations?
3. What are the connections between the target device and KitProg?
4. How are you trying to program the device?
Thanks and Regards,
Rakshith M B

Unfortunately, this is not possible.
Can i use J-link segger v8 to program for Cypress 4100S plus ?
Yes, you can use JLink probes to program PSoC 4 devices. Please note that you will need to export your PSoC Creator project into Keil uVision IDE to use JLink probes.
The steps that are needed to be followed to export a PSoC 4 project from PSoC Creator to Keil uVision can be found in –
Help > PSoC Creator Help Topics > Integrating into 3rd Party IDEs
For the list of devices supported by Link please refer to this link - https://www.segger.com/products/debug-probes/j-link/technology/cpus-and-devices/overview-of-supporte...
