Hello,
I have three questions.
1. Can we enter suspend mode from CY7C65213?
and if CY7C65213 is in suspend mode, which state is TXD pin(Hi-Z / High / Low(0V))?
2. Can we set TXD to Low(0V) ? for example, if we keep reset condition, can we set RXD to Low?
3. Can both D+ and D- be applied voltage without supplying voltage on VCC and VCCIO?

Yes, it supports suspend state as per the datasheet.
TxD pin will be Hi-Z mode in suspend state.
A2.
When reset is asserted to CY7C65213/CY7C65213A, all the I/O pins are tristated.
A3.
I am not expect such a situation.
Diagram of "Figure 2. Self-Powered Configuration" in the datasheet is helpful if you would use RESET depends on VBUS status. During the device is reset, no current flows from the USBDP to USB host through a 1.5kohms pull-up resistor.

Hi,
The user cannot set or program this device into suspend mode.
The device begins the transition to the Suspend state after the device sees a constant Idle state on its bus lines.
It is compliant with the USB spec.
