One of our customers wants to use Bluetooth in a range of handheld thermometers (which at certain times can be held close to the body). The IC certificate from the article below says ‘Exempt’ against RF Evaluation type – does this mean this module can be used without SAR testing? Since the module doesn't transmit above the limit, can the end product forgo SAR testing as well if used without any RF related changes?

Hi,

SAR test is exempted for devices transmitting power levels lower than that specified in the attached table. Since the BLE modules that you referred in the links can transmit a maximum of 3 dBm and have antenna gain of about 0.5 dBi (as mentioned in our certificates) the maximum output EIRP will be around 2.25 mW which is lesser than the most stringent IC spec of 4 mW. So they are exempt from SAR testing.
