We have been directed to "Cypress Distributors" for IDE's for devices like CY90F497GPFM-G-FLE1 on Digi-Key as well as all the F²MC-8 to 16bit devices

None of the Suppliers can provide assistance.

According to Cypress:

Arrow Electronics

Digi-Key Corporation

Future Electronics

Newark/element14

Mouser Electronics

Verical

RS Components

Will supply the the 8 to 16 Bit Devices, and will provide software support for same.

Do we need to approach the Top Electronics Forums, Fujitsu, and the public platforms of the above companies, for advice and a solution to editing our designs or is there software available for use?

Softune IDE software has been obsolete starting from June 2019, referring to the PTN192303 - https://www.cypress.com/documentation/product-termination-notice-ptn/ptn192303a

As mentioned in the PTN document: Capability for new orders and contracts related to Softune packages, including support maintenance, is being closed.

Suggestion from here(Cypress community) is contacting the personal listed for Auto MCU in the PTN document directly or through the place where you got the CY90F497GPFM-G-FLE1 silicon.
