Your WLAN firmware is dated back to 2017 when CLM used to be integrated with WLAN firmware. That is probably the reason why you could not find CLM blob. We would recommend that you use the latest WLAN firmware as it would contain security fixes and updates. The current version of 43438 WLAN firmware would require CLM blob to boot up. You can use the latest FMAC driver package which contains the firmware, CLM blob, driver files, bringup instructions and other files bundled together and available at https://community.cypress.com/docs/DOC-17441. You can then request your module partner to release a WL tool.

clm blob is required for linux based host as well. How are you loading the firmware, nvram (as blob is not present)? Please attach your firmware file as well.

Can you try changing the ccode parameter in your NVRAM file from CN to US and check? Please note that this along with the country specific regulatory requirements are always taken care of by the downloadable clm_blob. The firmware that you are using does not come with support for CN country. Most likely, you are seeing the error for that reason.
