Hi Sir ,
In the UART configure Tab , there is a parameter of oversampling . If I set it 12 , that means ,the 12 sample of level must be the same,and congfirm the final level on
the Pin.Is that right?

I hope you are referring to PSoC 4 SCB component of UART. In UART, oversampling factor determines the data rate of transmission:
Data rate = (fSCBCLK / Oversampling value)
Please refer to PSoC 4 Serial Communication Block (SCB) component datasheet Pg 6 Interface data rate configuration section
