I want to use a microcontroller in place of PLC and also using an encoder to reject object at an accurate position

A CY8CKIT-043 PSoC4-M Prototyping kit will be able to perform that job. You will probably need some level shifters to connect to the non-5V environment of the asset. Take care for noise in industrial environment: use shielded signal cables only and connect all shields to a single ground point. When at a later point you want to connect your interface using BLE you may add a PRoC module to the board.
