When setting as follows, a signal of 100% duty is output from Line.

It does not seem to be compare at all, but is there a problem in operation?

This is wanted.

The duty cycle in percent computes as

Period * 100 / Compare value

So when the period is equal to the compare value you expect a 100% duty cycle.

As far as I know of we can safely set the compare value to 0 (duty 0%)

and to the period value (duty 100%) without problem.
