Trying to program CYPD3175 over SWD with CYPD3175-24LQXQ_pa_direct_fb_3_3_0_1882_0_0_0_pa.hex. This file resorts our device to output 5V 3A and does not offer any other profiles that are included in this file. Am I missing something?

By defult, CYPD3175-24LQXQ_pa_direct_fb_3_3_0_1882_0_0_0_pa.hex have two fixed PDOs 5V/3A and 9V/3A and two PPS APDOs 3-5.9V/3A and 3-11V/3A which is target for 27W power adapter.
If you found your power adapter is only advertise 5V/3A, you need double confirm if there is any customize on your hardware or firmware end. If your power adapter is advertise 5V/3A, 9V/3A, 3-5.9V/3A and 3-11V/3A and your sink device only request 5V/3A, this is sink device issue.

Hi Lisa,
What I have notices when sniffing the PD packets is that there is no actual PD activity happening. It appears that the chip is defaulting to 5V/3A and not even displaying it's other profile capabilities.
If I were to flash the other given file, CYPD3175-24LQXQ_cc_src_boot_3_1_2_1484_0_0_0_pa.hex. I can see the 5V/900mA profile that is negotiated. However, I am unable to read this file through the Configuration Utility to add additional profiles.

Hi ,
CYPD3175-24LQXQ_cc_src_boot_3_1_2_1484_0_0_0_pa.hex is not includes application part, that's why you cannot read this file through the Configuration Utility.
You have to use full HEX file which is includes bootloader and application.

That makes sense. Do you have any idea why our cypress chip is not showing actual PD profiles and instead resorting to 5V/3A?

What we can do is help you double check the hardware design is matching our EVK, since the SDK firmware is matching our EVK. Whatever you have been changed on hardware/firmware, you have to change it as per your design and make sure both of them (hardware and firmware) keep as same.
