It is stated on page6 of the application note "AN91378" that it is necessary to set it with the "Blaster Plus" tool to use the external clock.
Can I start with an external clock before setting?
(Do I need a crystal oscillator to start up)
Q2.
Also, is EEPROM required for setting?
If necessary, if there is a set EEPROM, will it be possible to start up with only an external clock?

When VBUS power management is performed in GANG mode and overcurrent is detected and the power supply is disconnected, if there is a USB 2.0 device that does not control the power supply (with power on), can it communicate normally?

アプリケーションノート"AN91378"のページ6に、外部クロックを使用する場合は「Blaster Plus」ツールで設定する必要があると記載されています。
設定前に外部クロックで起動することはできないのでしょうか。
(起動には水晶発振子が必要でしょうか)

また設定にはEEPROMが必須でしょうか。
その場合、設定済EEPROMがあれば外部クロックのみで起動可能でしょうか。

VBUS電源管理をGANGモードで行っていて過電流検知して電源を切断した時、
電源制御をしていない(電源の入ったままの)USB2.0デバイスがあった場合は通常通り通信可能でしょうか

To use external clock, kindly change specific bit from Low to High.
As of March 2019, we have not offered any information on Application Note.
Please contact local FAEs/Sales for more information.

EEPROM is needed to set this bit.
If there is a configured EEPROM (i.e., specific bit is set to High), Yes. It is feasible.
A3)
USB 2.0 device which connected on HUB DS is not able to start after over current condition since the hub is set as GANG mode.
The hub must disconnect/reconnect power cable or do power cycle.
By the way, most of the customer normally use crystal instead of external clock, so we had delayed to correspond to it.
