hot plug problem

Hi Im using a CY7C65634 but have to hot plug it over a non standard connector, the connector does not guareantee the order pins are connected.  Its powered over 24V then I step that down to 5V for the hub.

So:

1.0V

2.D+

3.D-

4 24V

I've been having issues with the port failing when I hot plug it though.  Is there any circuitry I can add to address this?

You can use MP8759GD Step-Down DC-DC converter.
