I have a PSoC4-BLE device on a custom board. The device programs and the IMO and 32.768KHz oscillator spin up fine. The 24MHz oscillator does not start and does not run. Has anyone else run into a similar problem? The power supplies look good as far as I can tell, and the rails are thoroughly bypassed.

Try different bypass capacitor value for XTAL (10-24pf).
