The kit description shows that you can program the PSoC1 chips with the included Miniprog.
A Miniprog3 can be configured to program PSoC1 devices.
Nevertheless: Do consider to use a more modern PSoC4 as the CY8CKIT-043 Prototyping kit for very few money. It has inherent debug capabilities, runs on an ARM M0 CPU and the IDE (Creator 4.2) is downloadable at Cypress web site.

As IDE you'll need PSoC Designer 5.4
You may use a Miniprog or a Miniprog3 for programming. Be aware that there is no debugging capability except using an ICE for PSoC1
Consider using a more modern chip as a PSoC4 or PSoC5.
