Here is your program it uses the PSOC 4 BLe and you can also add an external board to drive larger led displays. I am using PSoC Creator  4.1 Update 1 (4.1.0.3210),  There is also PDF files in the directory that explains how the program works and also the external board. Also don't forget to unzip the file to your computer directory.

In addition, there are many examples available directly from PSoC Creator, and there are also video tutorials available from Cypress.

Actually I think the demo application of the PSoC4 BLE Pioneer board does exactly what you want (controlling a RGB LED from a BLE application on a phone).
