I want to connect a LED to GPIO Pin. The LED brightness is controlled using PWM signal. LED specifications are
Vf = 3.3v
If = 20mA
Vr= 5V
Ir = 2uA
Do I have to connect any resistor or LED driver?
what is the max current I can get from GPIO pins of FX3.

Since the FX3 has different power domains, the current driven on a gpio of specific power domain will be different.
The maximum currents of each GPIO is provided in this thread: Re: IO Drive Strength configuration for P port, I2C, GPIO, SPI, UART and I2S
