Try repairing the PDL 3.0.1 installation and see if that solves the issue.
To repair PDL 3.0.1 installation, launch Cypress Update manager from Start menu, click on Configure button corresponding to PDL 3.0.1. Then in the CyInstaller window, select Repair from the Install Type drop down (see image below) and complete the repair following the onscreen instruction.

I have gone through the repair a couple of times but the cymcuelftool is not in the win directory there is a version in both the linux and osx paths

may be your PDL isn't into the default folder..
In my case, i install PSoC Creator on another drive than C:.
So i need for my project to modify the PDL path :
click right on your "project" into the "workspace explorer" this windows appears :
You can adjust the PDL path to your configuration.
