Does the 4200-L support an external crystal? I need a low power, small package solution that has better main oscillator accuracy of +/- 2% and do not want to have to calibrate every device to get the internal oscillator option more accurate.

Its datasheet says: Yes. PSoC 4200-L support external crystal.
I found a reference design in CY8CKIT-046.

I don't want to increase RFI too much but I want low current. Would I be best with say 4MHz xtal using the internal PLL or a higher freqency like 24MHz crystal?

As per my understanding...external 24MHz is better for low power than internal PLL.
But not sure which is better for RFI..
