I believe MiniProg3 http://www.cypress.com/documentation/development-kitsboards/cy8ckit-002-psoc-miniprog3-program-and-d... supports to to progam CY7C64215-28PVXC.
The other option is CY3217-MiniProg1 http://www.cypress.com/documentation/development-kitsboards/cy3217-miniprog1
CY7C64215 belongs Encore III family device which has M8C core and the programming interface is ISSP.
The difference between MiniProg3 and MiniProg1 is MP3 supports SWD, JTAG protocols apart from ISSP, while MP1 supports ISSP only.
Also, for mass production programming CY7C64215, the ones listed in below webpage which are applicable with PSoC1 will work for CY7C64215 also.

Hi Yliu,
In order to program CY7C64215, we have to connect the Pin 12, 17 to ISSP SDAT and SCLK. While GND and VTARG will be connect to GND and power accordingly.
Question, any pin of CY7C64215 must connect to XRES of miniprog3? Is it necessary since this devices doesn't have XRES pin.

XRES pin of MiniProg3 can left open, as the CY7C65215 does not have XRES pin. When program CY7C64215, in PSoC Programmer UI, use the "Power Cycle" mode, and your board should not be powered externally(Use MiniProg3 to power it).
