Can be used default VID and PID for commercial use while using only USBUART component in PSoC4200L?

No. You will need to get your own VID and PID for commercial sales of your device if it will be communicating with other vendor's devices. (A USB UART bridge internally on a board between two of your own PSoC chips can probably use the default VID and PID without issues)

Note Each USB product must have a unique combination of Vendor ID (VID) and Product ID (PID). The default values provided here are used as an example, but a unique VID (assigned by the USB Implementers Forum) and PID must be used in a final product.
