For some time I have had to manually add various components to the lib file in order to have the project compile properly.
The project lib folder is empty.
Ideas?

As promised, the answer in short is operator error. I have been compiling projects first then do a generate/build.
Needs to be the other way around. Generate/build first then compile code changes. Thanks to Siva at Cypress

When I built your project the Lib-folder was created and populated with a bunch of files. When this is not the case for your implementation I would suggest to uninstall Designer and re-install Designer 5.4 again.

Bob,
Uninstalled Designer and downloaded and installed in a different location. Same problem.
Created a new project. loaded a PWM and an LED. Compiled and the same error appeared.
PSoCAPi.h missing and a empty Lib file???

Not the lightest idea now. Iwould suggest to file a MyCase (Support & Community -> Technical Support -> Create a MyCase)
