I have a board with Vcca and Vccd of PSoC3 connected to an external regulator. According to the datasheet, if I bypass the internal core regulators and use 1.8V external regulator, the chip will be fine. My question is how can I cinfgure in Creator to bypass the core regulators?

If your external supply is between 1.71V - 1.95V, then you need to power up the device with the Vccd / Vcca pins, but teh internal regulators will remain powered by default. After power up, you should disable the regulators using register PWR-SYS.CR0.
