I have a programmed CY8C27443-24PI that I wish to use as a "master" from which I can program others. Can I do this with the PSoC ISSP or any other devices Cypress offers?

If the flash in your programmed chip is not read protected, then you can use a MiniProg to read the device and convert the flash data to hex file. Then you can use this hex file to program other PSoC devices. But if the program in the device is read protected, then I am afraid, there is no way to read the flash and use this to program other devices.

Do I need any special software to convert the flash data to a hex file?

Try the PSoC Programmer software. I know that there is a read function available in the software. But I am not sure if there is an option to save the read data to hex file.

The PSoC programmer software does not allow a "read" hex file to be saved. Is there anything else I can do?
