What is the largest output voltage that can be achieved from the PSoC3?
We are hoping to reach ~12V to trigger a relay without adding any external circuitry

Refer to the electrical specifications in the PSOC Datasheet. Per the PSOC Datasheet:
VOH (Output voltage high) Min is VDDIO – 0.6 V
and
VDDIO (I/O supply voltage relative to VSSD) is –0.5 to 6V
