Can I use the power calculator from AN4017 to estimate the IDD and power at the minimum operating frequency ?

The minimum operating frequency can be found under DOFF/ pin definition of the respective datasheet.
Yes, you can use the active current calculator to find out the Idd for minimum operating frequency.
For that you just need to enter max and min frequency with the respective Idd from the datasheet and the minimum operating frequency. It will give you the estimated IDD, slope of the IDD vs. Frequency curve in mA/MHz and the IDD at DC condition.
Hence, you can calculate the power at minimum operating frequency.
