While I was checking on the data sheets of the creator 2.1 componets.

1. Looks like the 5LP is coming.

   

2. The flash size of PSOC5LP is different to PSOC5, Does that mean PSOC5LP has different instruction set or different hardware so the flash size is different?

AFAIK the LP version is a PSoC5 with higher peformance (e.g. the SAR ADC should have its 1Msps back). But it might be that it is the mysterious PSoC4, then it would have a M0 core. This would also explain the different code size. But who knows...

I think PSOC5LP is the same core as PSOC5 with minor hardware changes(lower opration volt and current.......). The code size should be the same.

Yes, PSoC 5LP core is same as PSoC5. There are some minor modifications in hardware peripherals and PSoC 5LP is optimized for low power/ sleep operations which is different for PSoC5. The code usage values are different due to these hardware configuration changes.
