on the home page of PSOC it says that power consumption is at Active: 3.1 mA @ 6 MHz . under what conditions does this power was calculated? was the UDBs and analogue blocks operational or just the CORTEX M3??

Below is the condition specified for 3.1mA active current @ 6MHz IMO (25deg C) in PSoC 5LP datasheet:
Sum of digital and analog IDDD + IDDA. IDDIOX for I/Os not included. IMO enabled, bus clock and CPU clock enabled. CPU executing complex program from flash.
