Question: When using pull down resistors for the xFx inputs?
Answer:
The device (RoboClock - CY7B991) control inputs xFn bias conditions. Specifically in the case of pull down resistors use zero Ohms. And use 50 ohms if a resistor must be used. Leakage current can't really be specified on these pins since they have a voltage divider as the input pin bias. Leakage is simply current in that divider.
