Serial EEPROM last byte format

Question: When I use the "C2 Load" format in my EEPROM, why is the last data record always set to 0x80 and 0x01?

The last data record must have the MSB of its Length H byte set to 1(0x80), and the Length L byte indicates the Number of Bytes (0x01). The last operation in the C2 Load writes 0x00 to the CPUCS register, which releases the CPU from reset.
